US insurance regulators by state and territory

The United States has no federal insurance regulator. Each state, the District of Columbia and each territory licenses and supervises insurers through its own department, and the National Association of Insurance Commissioners (NAIC) coordinates them.

An insurer’s domicile is the state or territory where it is incorporated, and that jurisdiction’s regulator is its primary supervisor. Domicile here comes from the register rows: the Texas Department of Insurance register records each company’s state of domicile, and a captive on the Vermont captive register is domiciled in Vermont. A state’s list is therefore the insurers in this directory that call it home, not its regulator’s own register of every insurer it licenses.
